Anyone know the name of a kids movie..late eighties early nineties?

All I can remember is the beginning.. its a bout a sad little boy with no friends or one of his parents died or something..its raining and he is dressed as a magician or wizard and he has a blue pointed wizardly hat and hes riding his bicycle in the rain.. think he goes to an abandoned school or something..i used to love it but i cant remember..its driving me crazy
