Why do I have pale, dull, glassy eyes?

I used to have bright brown eyes but they've changed colors now they're like a brown and green hazel but they're so dull and glassy and make up just makes them look glassier. Why are my eyes this way and how can i brighten them. Cause to my they aren't pretty but some people this so but they seem so hard to notice.
