Is the phrase "sexual orientation" a way of eliminating personal accountability?

I do not intend to offend anyone here. I just want to know what others think. Is the phrase "sexual orientation" just a politically correct excuse for people to sin? This phrase suggests that people have no control over being gay- that homosexuality is innate. Is that true?
